Cal OES LEC/ALI Migration Tracker

The Dashboard

The Dashboard provides a high-level summary of the statewide LEC/ALI migration effort. It is read-only and available to all signed-in users.

Summary Cards

The top row displays four at-a-glance figures for migrating PSAPs:

  • Total PSAPs — total number of PSAPs in scope for migration.
  • Total Migrated — PSAPs that have reached the final Migrated + Accepted stage. In practice this means an ALI Accepted Date is set and the migration did not fail: an ALI Accepted Date with Did Migration Fail? = Yes is excluded, while a plain Exception without a failure still counts.
  • Overall Migrated — completed records as a percentage of all migrating PSAPs.
  • Under Review — records flagged for attention, including Failed records, Exception records, and general data review flags.

Migration Status

Below the summary cards, three cards — Current Migration Status, AT&T Migration Status, and Frontier Migration Status — each show a completion bar and a count of how many PSAPs are currently at each stage of the pipeline: Pending Submit, Submitted, Scheduled, and Migrated + Accepted (fully completed).

These are current status counts, not running totals: each PSAP is counted once, under the furthest stage it has reached. A PSAP that was submitted and has since been scheduled appears only under Scheduled — not under Submitted as well. The four counts therefore add up to the total number of PSAPs in scope. This matches the Status filter on the Tracker, so a count here and the equivalent Tracker filter return the same records.

Regional Migration Status

The regional table shows the same current-status breakdown by region — Northern, Southern, Central, and LA. For each region it lists Pending (not yet submitted), Submitted, Scheduled, Accepted (fully completed), and a completion percentage. As above, each PSAP is counted in exactly one column. The Accepted column and the percentage reflect fully completed records — those with an ALI Accepted Date set and Did Migration Fail? = No.

Upcoming Scheduled Migrations

This card lists PSAPs whose migration is scheduled but not yet complete — those with an ALI Scheduled Date set that have not yet migrated or been accepted — showing Site ID, PSAP Name, Region, County, LEC/ALI Provider, and the ALI Scheduled Date. The list is ordered by scheduled date, soonest first, so the next migrations appear at the top. Use Show all to expand the list, or click any row to open that record in the Tracker.

If a scheduled date has already passed but the migration has not been completed, the record is flagged as Overdue — the row is tinted red and an Overdue badge appears next to the date, with a running count in the card header. This is meant to be rare and draws attention to a scheduled migration that may need follow-up.

Recently Migrated + Accepted Records

This card lists the most recently completed PSAPs — those with an ALI Accepted Date — showing Site ID, PSAP Name, Region, County, LEC/ALI Provider, and the ALI Accepted Date. Use Show all to expand the list, or click any row to open that record in the Tracker.

Records Under Review

The bottom of the Dashboard lists records currently flagged for review. Failed and Exception records float to the top of the list by default. Each row shows a badge indicating the type — a red Failed badge for migration failures, an orange Exception badge for general exceptions, or a yellow Under Review badge for data review flags. Click any column header to sort the list, use the Show all link to expand beyond the initial ten rows, and click any row to navigate to that record in the Tracker.


The Tracker

The Tracker is the main data grid. It displays every PSAP record in the system and provides tools for filtering, searching, sorting, and — for users with the appropriate role — editing records.

Filtering & Searching

  • Status filter — Use the dropdown in the filter bar to narrow records by migration status (Pending, Submitted, Scheduled, Migrated, Accepted, and more). Hover the icon next to the Status label for a description of what each option shows. The default view shows only migrating records; select All to include non-migrating records as well.
  • Search — Type in the search box to filter by Site ID, PSAP name, FCC ID, or county. Results update automatically as you type.
  • Under Review — Check the Under Review checkbox to show only records that have been flagged for administrator attention.

Filters update the grid automatically — there is no submit button.

Sorting

  • Single-column sort — Click any column header to sort by that column. Click again to reverse the direction.
  • Multi-column sort — Hold Shift and click additional column headers to add secondary sort levels. A small badge on the column header shows its sort priority.

The default sort order is by PSAP Name.

Viewing a Record

Click any row in the Tracker to open the full record detail. The record panel shows all available information for that PSAP, organized into tabs: general details, CPE & vendor information, ALI milestone dates, financial information, and review notes. The panel opens on the ALI Dates tab, since that is where most updates are made — click any other tab heading to move between sections.

Editing a Record

Users with the Editor or Admin role can make changes to records directly from the detail panel. Fields are editable inline — the Save button becomes active only when a change has been made. All edits are logged in the Change Log.

NG Voice & Transfers (Secondary)

On the Identity tab of a record, two related options sit together: NG Voice and Transfers (Secondary). Transfers (Secondary) applies only when NG Voice is turned on, so it stays greyed out — with a Requires NG Voice note beneath it — until you check NG Voice. If you later uncheck NG Voice, Transfers (Secondary) is cleared automatically.

In the Tracker grid, the NG Voice column shows a green checkmark for records that have NG Voice. When a record has both NG Voice and Transfers (Secondary), a small blue T badge appears next to the checkmark. Records with NG Voice alone show just the checkmark.

Sorting the NG Voice column groups records in a set order: NG Voice only first, then NG Voice with Transfers (Secondary), then records without NG Voice. Click the column header again to reverse the grouping.

Change Log

Every edit made in the Tracker is recorded automatically. See The Change Log below for how to review who changed what, and when.


The Calendar

The Calendar tab shows PSAP milestone dates on a month-by-month grid, so you can see what is scheduled, what was submitted, and what completed in any given month. It reads the same records as the Tracker — it is just a different way to look at the milestone dates.

Date Types

The calendar can show four date types, each in its own color. The Show buttons above the calendar use the same colors as the entries, so the buttons double as the legend:

Date Type Marks the day when…
Submitted the ALI order was submitted to the provider.
Scheduled the migration is scheduled to take place.
Migrated the migration was carried out.
Accepted the PSAP accepted the migration — the final step.

Choosing What to Show

Click any Show button to turn that date type on or off. The calendar reloads immediately — there is no submit button. You can combine as many types as you like, and your selection carries over as you move between months.

When you first open the Calendar it shows the current month with Scheduled selected. If you switch every date type off, the calendar prompts you to select one.

Moving Between Months

Use and to step back and forward a month, or Today to jump back to the current month. Today’s date is highlighted in the grid, and the heading above the calendar tells you how many events are in the month you are viewing.

Reading the Entries

  • Each entry shows the PSAP name, colored by date type.
  • Hover over an entry to see its Site ID and which date type it represents.
  • A PSAP appears once for each milestone date it has in that month. A PSAP that was migrated and accepted in the same month shows up twice — once in purple, once in orange — rather than once.
  • Editor and Admin users can click any entry to open that record for editing, without leaving the calendar. Viewers see the same entries, but they are not clickable.

The Change Log

The Change Log tab is the audit history for the whole tool. Every time a record is edited in the Tracker or updated by an import, it records what changed, the previous and new values, who made the change, and when. Nothing is overwritten silently — if a value looks wrong, the Change Log tells you how it got that way. All timestamps are shown in your local time zone.

Two Views

  • All Records — the list you land on, showing every record that has at least one tracked change, with its Site ID, PSAP name, CPE Vendor, LEC/ALI Provider, how many changes it has, and when it was last modified.
  • A single record’s history — click any row to open it. Each version is shown as a card, newest first, listing the fields that changed with the previous value struck through and the new value beside it.

Who Made the Change

Each entry is labelled with its source, which is usually the fastest way to answer “why did this value change?”:

  • Edited by: name — a person changed it by hand in the Tracker.
  • Imported by: name — the change came in through a spreadsheet import.

On a record’s history, a colored badge marks each version: a green Created badge for when the record first entered the system, grey Historical badges for past versions, and a blue Current badge for the record as it stands today. The history lists only versions where a tracked value actually changed, so behind-the-scenes updates — such as a record being linked to or unlinked from a Host, Remote, or Secondary Host, which change no tracked field — do not appear as their own entries.

Find Changes by Field

Use the Find Changes by Field panel at the top of the Change Log to answer questions like “which PSAPs had their ALI Scheduled Date changed last week?”

  1. Expand Find Changes by Field.
  2. Tick one or more fields. Ticking several finds changes to any of them.
  3. Either set a Changed Between date range, or tick Any time to search the full history.
  4. Click Search. Clear Filters returns you to the full list.

Results list one row per change — the field, its old and new values, who changed it, and when. Click any row to open that record’s full history.

Editing from the Change Log

Editor and Admin users see an Edit Record button on a record’s history page, which opens the same edit panel used in the Tracker. After you save, the history updates straight away, so your change appears at the top as the new Current version.


Host, Secondary Host & Remote Records

Some PSAPs share equipment or contractual details with one another — for example, a primary dispatch center and a backup or "remote" console at the same agency. Rather than re-entering the same CPE, LEC/ALI, and milestone-date information on every related record, the Tracker lets you link records together so they update as a group.

Host and Remote Records

A Host record can have one or more Remote records linked to it. This is a simple, two-level relationship — a Host cannot itself be a Remote of another record, and a record with its own Remotes cannot be made a Remote of something else.

When the Host record is saved, its shared field values are copied automatically to every linked Remote. This keeps CPE details, LEC/ALI provider, milestone dates, tracking numbers, and review status in sync without editing each record individually.

Secondary Host

A Host record can optionally be paired with a Secondary Host — another standalone record that shares the same field values and the same pool of Remotes. The pairing works in both directions: saving either the primary Host or the Secondary Host propagates changes to the other, and to every Remote linked to the primary Host. A Secondary Host can be assigned whether or not the primary Host currently has any Remotes.

Editing Restrictions on Remote Records

Because most fields on a Remote record are managed by its Host, Editors are restricted to changing only these fields directly on a Remote:

  • Approved MRC (Financial tab)
  • Review Reason / General Notes (Review tab)
  • Day Two Training Completed (ALI Dates tab)
  • RNSP Notified (ALI Dates tab)
  • ALI Circuit in PNSP/RNSP NID (ALI Dates tab)

Every other field is shown read-only with a lock notice. Opening a Remote record also shows a banner identifying its Host (and Secondary Host, if one is assigned).

Managing Host, Secondary Host & Remote Assignments

Open a Host record (Editor or Admin role required) and go to the Remotes tab in the edit modal:

  • Secondary Host — search by Site ID or PSAP Name to assign one, or use the Remove button to unassign the current one.
  • Add Remote — search by Site ID or PSAP Name to link another record as a Remote of this Host. Records that already have their own Remotes are excluded from search results, since a Host cannot become a Remote.
  • Remote Records — the current list of Remotes linked to this Host, each with a button to remove the assignment.
  • Secondary Host Remotes — shown only when this record is acting as someone else's Secondary Host; lists the Remotes it shares with that primary Host (read-only here — manage them from the primary Host's record).

The modal stays open and the Tracker grid refreshes automatically after every add, remove, or assignment change.

Finding Grouped Records in the Tracker

  • Group by Host — this box in the Tracker filter bar is checked by default, so each Remote is listed immediately below its Host (and Secondary Host, if visible). The selected column sort applies to Host records; Remotes within a group sort by PSAP name. Uncheck it to list every record in plain sort order instead.
  • Row highlighting — Host and Secondary Host rows are highlighted in a light blue; their Remote rows are highlighted in a slightly different blue shade with a blue left border, so a group reads clearly as a unit even without the Group by Host filter turned on.
  • Hover over a highlighted row to see a popover with the Host's Site ID and PSAP name (and Secondary Host, if any).

ALI Accepted Date & Exceptions

The ALI Accepted Date is the primary completion indicator for this tool. It is what drives the Dashboard’s Total Migrated count, the progress bars and percentages, and the Accepted column in the Regional Migration Status table.

The Dashboard reports completion as a single Migrated + Accepted stage, so a record that has an ALI Migrated Date but has not been accepted yet is also counted there. In normal practice records are accepted as they are migrated, so this is rare — but if you need to tell the two apart, the Tracker’s Status filter lists Migrated and Accepted separately.

Setting the ALI Accepted Date

Open a record in the Tracker (Editor or Admin role required) and go to the ALI Dates tab. The tab shows four date fields arranged in two rows: ALI Submitted and ALI Scheduled on the first row; ALI Migrated and ALI Accepted on the second. Enter the acceptance date in ALI Accepted Date and save. The record immediately counts toward Dashboard completed totals — unless Did Migration Fail? is set to Yes.

Exception

Sometimes a PSAP accepts the migration but there is still an outstanding item that must be resolved — for example, a billing discrepancy, a pending confirmation, or follow-up work that cannot be deferred. In these cases, check Exception on the ALI Dates tab and provide a description in the Exception Notes field (required).

Did Migration Fail?

When the Exception checkbox is checked, a Did Migration Fail? option appears inside the exception panel. Hover the icon next to the label for a quick reminder of what each choice means.

  • No (default) — the exception is a general outstanding item but the migration is considered accepted. The record still counts toward Dashboard completed totals even though the Exception checkbox is active. The row is highlighted orange in the Tracker grid.
  • Yes — Migration Failed — the migration itself failed. The record is excluded from all Dashboard completed counts even when an ALI Accepted Date is populated. The row is highlighted red in the Tracker grid and appears with a red Failed badge on the Dashboard. Setting this back to No (or unchecking Exception entirely) restores the record to the completed count.

Clearing an Exception

When the outstanding item has been resolved:

  1. Open the record in the Tracker and go to the ALI Dates tab.
  2. Uncheck Exception and clear the exception notes.
  3. Save the record.

The record will be removed from Under Review (unless it has a separate general review reason) and will count toward Dashboard completed totals.

Visual Indicators in the Tracker Grid

  • Red rowDid Migration Fail? = Yes. Excluded from completed counts even if an ALI Accepted Date is set.
  • Orange row — Exception active, but migration did not fail. ALI Accepted Date still counts toward completed totals.
  • Yellow row — Under Review for a general data or workflow reason; no active Exception.
  • The ALI Accepted Date column shows the accepted date. A warning icon appears next to the date when an Exception is active.
  • Hover over any colored row to see a summary of the exception notes or review reason.

Migration Statuses

Each PSAP record reflects the furthest milestone that has been reached. These are the statuses used by the Tracker's Status filter, and the same ones the Dashboard counts by — the only difference is that the Dashboard combines Migrated and Accepted into a single Migrated + Accepted completed bucket, while the Tracker lists them separately.

Status Meaning
Pending In migration scope but no milestone dates have been recorded yet.
Submitted The ALI submission has been sent to the provider.
Scheduled An ALI Scheduled Date has been set; the migration has not yet been recorded.
Migrated An ALI Migrated Date has been recorded, but the migration has not yet been accepted.
Accepted An ALI Accepted Date is set and the migration did not fail — the final step marking a full, complete migration (see ALI Accepted Date & Exceptions).
Non-Migrating This PSAP is outside the scope of the current migration effort.

Access Levels

What you can see and do in the tracker depends on the role assigned to your account by an administrator.

Role Access
Viewer Read-only access to the Dashboard and Tracker. Can view all record details but cannot make edits.
Editor Everything a Viewer can do, plus the ability to edit individual records in the Tracker.
Admin Everything an Editor can do, plus the ability to import data from the master workbook and manage user access roles.
